President Donald Trump announced in November 2025 that his administration will "permanently pause" immigration from all "Third World countries," citing uncontrolled migration as a factor causing the decline of the United States. He stated that this pause is necessary to allow the U.S. immigration system to recover fully and pledged to terminate all federal benefits and subsidies for non-citizens. Trump’s message also included plans to deport foreign nationals considered public burdens, security threats, or incompatible with Western civilization, and to denaturalize migrants who undermine domestic tranquility.

The announcement came shortly after a deadly incident involving a National Guard member near the White House, which Trump linked to immigration issues under the previous Biden administration. Although Trump did not offer precise definitions of which countries fall under the "Third World" label, this term traditionally refers to developing or low-income nations such as Afghanistan, Somalia, Pakistan, Sudan, and Syria. The U.S. Citizenship and Immigration Services has since suspended the processing of immigration petitions for Afghan nationals and is reviewing green cards issued to individuals from 19 countries, reflecting the broader crackdown on migration.
Trump’s policy aims to enact "reverse migration," urging the removal of immigrants who entered unlawfully or are seen as not beneficial to the United States. The administration’s wider strategy includes revoking citizenship for those perceived as threats to domestic peace and eliminating federal aid programs for non-citizens to alleviate the financial burden on American taxpayers. These measures are positioned as efforts to restore law, order, and stability within the nation.

This announcement marks a significant shift in U.S. immigration policy under Trump’s renewed presidency, promising harsher restrictions and an aggressive approach to migration from economically developing countries, with potential implications for international relations and immigrant communities in the U.S. and beyond.
